Tensions emerge in al-Qaida alliance in Syria

BEIRUT (AP) ? Tensions emerged Wednesday in a newly announced alliance between al-Qaida's franchise in Iraq and the most powerful Syrian rebel faction, which said it was not consulted before the Iraqi group announced their merger and only heard about it through the media.

Al-Qaida in Iraq said Tuesday that it had joined forces with Jabhat al-Nusra or the Nusra Front ? the most effective force among the mosaic of rebel brigades fighting to topple President Bashar Assad in Syria's civil war. It said they had formed a new alliance called the Islamic State in Iraq and the Levant.

The Syrian government seized upon the purported merger to back its assertion that it is not facing a true popular movement for change but rather a foreign-backed terrorist plot. The state news agency said Wednesday that the union "proves that this opposition was never anything other than a tool used by the West and by terrorists to destroy the Syrian people."

Talk of an alliance between Jabhat al-Nusra and al-Qaida in Iraq has raised fears in Baghdad, where intelligence officials said increased cooperation was already evident in a number of deadly attacks.

And in Syria, a stronger Jabhat al-Nusra would only further complicate the battlefield where Western powers have been covertly trying to funnel weapons, training and aid toward more secular rebel groups and army defectors.

Washington has designated Jabhat al-Nusra a terrorist organization over its links with al-Qaida, and the Syrian group's now public ties with the terrorist network are unlikely to prompt a shift in international support for the broader Syrian opposition.

Earlier this year, the U.S. announced a $60 million non-lethal assistance package for Syria that includes meals and medical supplies for the armed opposition. It was greeted unenthusiastically by some rebel leaders, who said it does far too little.

Washington's next step is expected to be a broader package of non-lethal assistance, expanding from food and medical supplies to body armor and night-vision goggles. However, President Barack Obama has not given final approval on any new package and an announcement is not imminent, a senior administration official said.

Secretary of State John Kerry, who met with Syrian opposition leaders in London on Wednesday, hinted at the new non-lethal aid package this week, saying the administration had been holding intense talks on how to boost assistance to the rebels.

The U.S. opposes directly arming Syrian opposition fighters, in part out of fear that the weapons could fall into the hands of Islamic extremists such as Jabhat al-Nusra.

The apparent tensions between Jabhat al-Nusra and al-Qaida in Iraq emerged on Wednesday, when Nusra leader Abu Mohammad al-Golani appeared to distance himself from claims the two groups had merged. Instead, he pledged allegiance to al-Qaida's leader, Ayman al-Zawahiri.

Al-Golani said he was not consulted about the merger and only heard about it through the media. He did not deny the two groups had united, but remained vague, saying the announcement was premature and that his group will continue to use Jabhat al-Nusra as its name.

"The banner of the Front will remain unchanged despite our pride in the banner of the State and those who carried it and sacrificed and shed their blood for it," he said in a reference to al-Qaida in Iraq, formally known as the Islamic State in Iraq.

The message appeared to be, at least in part, an effort by Jabhat al-Nusra to reassure Syrians that the group remains dedicated to the uprising to oust Assad and is not beholden to non-Syrian interests despite its pledge of fealty to al-Qaida.

"What you saw from the Front of its defense of your religion, honors, and blood, and its good qualities with you and the fighting groups, will remain as you experienced it," al-Golani said in remarks addressed to the Syrian people. "The announcement of the pledge of allegiance will not change anything in its (Nusra's) policy."

Al-Golani's message was first reported by the SITE Intelligence Group, which monitors extremist websites.

Earlier this week, al-Zawahiri urged Islamic fighters in Syria to unite in their efforts to oust Assad. That may have provided at least part of the impetus for the announced merger with al-Qaida in Iraq.

The purported unification was announced by ISI leader Abu Bakr al-Baghdadi in a 21-minute audio message posted on militant websites late Monday.

In the recording, al-Golani confirmed his group's long-standing, close ties with al-Qaida's Iraqi franchise, and expressed gratitude for the money and manpower it provided to help get Jabhat al-Nusra off the ground.

The Syrian group has made little secret of its links across the Iraqi border, but until now it has not officially declared itself to be part of al-Qaida.

It was unclear what impact the apparent tensions might have on relations between the groups, although they have shown increasing cooperation in recent months, according to intelligence officials in the region.

Jabhat al-Nusra, which wants to oust Assad and replace his regime with an Islamic state, first emerged in a video posted online in January 2012. Since then, it has demonstrated its prowess ? and ruthlessness ? on the battlefield.

It has claimed responsibility for many of the deadliest suicide bombings against Syrian government institutions and military facilities. The group's success helped fuel a surge in its popularity among rebel fighters, although it has also emerged as a source of friction with more moderate and secular brigades in Syria.

Iraqi officials say the groups are sharing three military training compounds, logistics, intelligence and weapons, and are growing in strength around the Syria-Iraq border.

One of the most dramatic attacks by the group ? and at the time the clearest indication of cross-border cooperation with al-Qaida in Iraq ? came on March 4, when 51 Syrian soldiers were killed in a well-coordinated ambush. The Syrians had crossed into Iraq to seek refuge following clashes with rebels on the Syrian side of the border.

Inside Syria, the news of Jabhat al-Nusra's fealty to al-Qaida mattered little to some activists, for whom the fight against the regime is paramount.

Abu Raed, an activist in Aleppo province, said the merger "is of no interest to anyone here."

"The rebels in Syria have one common goal, which is toppling the regime of Bashar Assad and anything that comes from the outside is of no interest to us," Abu Raed said, giving only an alias because of security concerns. "There is room for different opinions in the revolution and the important thing is the common goal."

Also Wednesday, activists said at least 42 people were killed in clashes between regime forces and rebels in the villages of Sanamein and Ghebgha in the southern province of Daraa, including 16 fighters and three soldiers.

Fighting in the province has escalated in recent weeks as fighters capitalize on an influx of weapons to advance in the strategically important region along the border with Jordan.

Step 1: Claim Your Google+ Business Page

In order to set up your Google+ Local account, you need a Google+ Business Page. If you haven't yet claimed your Google+ Business page, I recommend John Haydon's short video tutorial on how to do it, here.

However, if you have a +Business Page which doesn't have a Local page category, unfortunately it can't be upgraded yet. (The new +Local Dashboard was recently rolled out, however only available in the U.S. for now).

If you already set up a Google+ Business page in the category Local Business, then you have the option to merge your business page with your Google+ local page. For a video tutorial on merging your Business and Local pages, check out Matthew Hunt's video here.

Now, it's time to populate your +Local Page.

Step 2: Update Your Google+ Local Page

The process for updating your Google+ Local page is pretty straightforward. On the left panel you have a series of icons (just like Google+). Hit the Profile icon and update your About section, cover photo, company photos, videos, etc.

The key is to build a strong local page that includes all pertinent business information (address, contact information, operating hours), engaging content (photos, positive reviews) and to keep it actively updated.

Step 3: Disseminate Structured and Unstructured Citations

Let's start by outlining the difference between a structured and unstructured citation. A structured citation is a mention of your business' NAP (business name, address, phone number) on an IYP (Internet Yellow Pages) or directory website (e.g., Yahoo Directory, ODP).

Generally, a structured citation has the schema.org mark-up, which allows the search engine spiders across Google, Bing and Yahoo to read the data. (To learn how to add schema location markup check out Carrie Hill's step-by-step article. )

An unstructured citation is more of a casual mention of your business' NAP that appears anywhere that's not an official directory provider, for example, a blog, social media profile, newspaper (online/print) etc.

Having a healthy mix of both structured and unstructured citations is really important for both SEO and conversions. Tools like Whitespark's local citation finder can help you to identify structured citation providers in your area.

Some ideas for getting unstructured mentions include:

  • Event citations (local social event, meetups, seminars/workshops)
  • Job boards (local job posting sites like elance, odesk, freelancer)
  • Classified ads (Kijiji, Craigslist, Angie's list, eBay, Amazon etc.)
  • Local newspaper classifieds
  • Local realtor websites
  • Discount sites (local coupon sites)
  • Daily Deal websites (Groupon)
  • Facebook Deals (Facebook Deals also have potential virality by inviting vetted Friends of Fans to participate in deals)
  • Give away websites (Freecycle, Fiverr, mom blogs?)

Leveraging these structured and unstructured opportunities will definitely contribute to moving your rankings up and achieving your digital targets.

Step 4: Build Rank for Your Google+ Local Page

Google's previous local algorithm for Places was weighted on three main factors:

  • Location
  • Relevance
  • Prominence

With the updated +Local, the algorithm has become as complex as Kristen Stewart and Robert Pattinson's relationship.

But back to what really matters: What's affecting the positioning of a +Local listing on the SERP? The most up-to-date and comprehensive ranking factor analysis I've come across so far, is from the big wig of local search engine marketing, David Mihm. He's analyzed and written extensively about the top factors that affect the rank of your Google+ Local page. And he just did a Whiteboard Friday about the evolution of the local algorithm.

(Note: This analysis was performed in June 2012, just after the Places/Plus merge, so there may be some new factors that come into play ? and others whose influence will increase or decrease when 2013's assessment is ready.)

Here's a very condensed breakdown of the top five factors that drive Google's local search algorithms:

Now we know what performance indicators to put the bulk of our efforts into; it's time to find out what local region searchers are looking for.

Step 5: Perform a Local/Hyper-Local Keyword Research

Doing keyword research for local business is a challenging but high return activity. By tapping into what searchers are looking for in your local region, you open yourself to continuous discovery of quality, targeted keyword prospects, that will give your local business a competitive advantage.

You can use keyword tools such as AdWords, Wordtracker, WordStream and ?bersuggest to generate an exhaustive list of as many possible relevant keywords. You can also use a fantastic local keyword tool that allows to you to include cities, state abbreviations and zip codes in your search.

Once you've analyzed and prioritized your keyword list, assigned them to the best pages (landing page, blog, mobile site, micro-site), you're ready to start building your first-class content.

Step 6: Create Value-Charged Local and Hyper-local Content

The ongoing sharing of valuable, relevant content that caters to the specific interests and intents of users on each platform you have a presence on, can have significant impact on the visibility and prominence of your brand.

It's a matter of "getting" your audience, and crafting meaningful copy that provides real value, answers questions and engages people to act. Author Rank is going to continue to give real estate to the content creators with a strong identities and that means it's more crucial than ever to build your following (Google+, +1s, reviews) and maintain your most important channels: your website, blog, social profiles, job profiles, forums, etc. with rich content including videos, images, social posts, that again, give searchers something to come back to.

NFIB small-business optimism index drops in March - MarketWatch

WASHINGTON (MarketWatch) -- The March small-business optimism index of the National Federation of Independent Business fell 1.3 points to 89.5. The biggest fall in the index came from a 5-point slide in "expect real sales higher," followed by 4-point slides in both "plans to increase employment" and "plans to increase inventories." The National Science Foundation (NSF) has announced this year's recipients of Graduate Research Fellowships (GRF). The 2013 NSF Graduate Research Fellows represent a diverse group of scientific disciplines, and come from all states and the District of Columbia, as well as U.S. commonwealths and territories. They are also a diverse group of individuals: Among the 2,000 awardees, 1,102 are women, 390 are from underrepresented minority groups, 51 are persons with disabilities, and 28 are veterans.

Since 1952, NSF has provided fellowships to individuals selected early in their careers based on their demonstrated potential for significant achievements in science and engineering. The ranks of NSF Fellows include individuals who have made transformative breakthroughs in science and engineering research, become leaders in their chosen careers, and been honored as Nobel laureates--from Sergey Brin to Steven Chu to Ben Bernanke. The NSF Graduate Research Fellowship Program (GRFP) is part of NSF's overall strategy to develop a globally engaged workforce necessary to ensure the nation's leadership in advancing science and engineering research and innovation.

With its emphasis on support of individuals, the GRFP provides a mechanism for increasing the participation of women, minorities, persons with disabilities, and veterans in science and engineering. This is the first year that the program has targeted increased participation of veterans.

The GRFP provides three years of financial support within a five-year fellowship period ($30,000 annual stipend and $12,000 cost-of-education allowance to the graduate institution) for graduate study in a field within NSF's mission that leads to a research-based master's or doctoral degree. Fellows may also be eligible for access to cyberinfrastructure resources through the NSF-supported Extreme Science and Engineering Discovery Environment (XSEDE) and for Facilitation Awards for Scientists and Engineers with Disabilities (FASED). In addition, Fellows have the opportunity for international research collaborations through the Graduate Research Opportunities Worldwide (GROW) initiative.

The 2013 class of Graduate Fellows come from 434 baccalaureate institutions, 50 more than in 2010, when GRFP began awarding 2,000 fellowships each year. Forty percent of the new Graduate Fellows indicated interdisciplinary fields of study. The most popular primary fields of study are life sciences and engineering, reflecting 29 percent and 25 percent of fellowships, respectively.

FMI?s First Quarter Construction Outlook, 2013

Although the strength of individual markets is shifting, the forecast for total construction put in place for 2013 continues to show an increase of 8% over 2012 levels, according to FMI?s First Quarter Construction Outlook, 2013. The $918,897 million estimate is a solid improvement, but FMI does not expect to return to the days of annual construction above the trillion-dollar mark until 2015.

The star of the show is residential buildings, with a 23% rise in single-family buildings. While much of business sector is still in a wait-and-see mode, some industries are breaking the mold and planning for growth. Commercial, lodging and office construction are starting to pick up the pace.

The rich shale regions of the country are seeing a lot of construction activity. With oil and gas exploration booming, these regions are in need of housing as well as the construction of roads, rail and pipelines to move the product from the fields to refining and distribution sites. In addition, the potential for greater energy independence and lower energy prices is helping to make the U.S. more competitive in the global market and enticing more manufacturing to relocate in the U.S.

WHO talks with China on sending bird flu team

BEIJING (AP) ? The World Health Organization is talking with the Chinese government about sending international experts to China to help investigate a new bird flu strain that has sickened at least 24 people, killing seven of them.

A 64-year-old retired man in Shanghai became the latest victim of the H7N9 bird flu virus that had previously not been known to infect humans, the city government said Monday.

The Shanghai government said the man died Sunday night, a week after first experiencing chills. He sought medical treatment last Wednesday for pneumonia-like conditions. By Sunday morning, his condition worsened, he was out of breath and was admitted to a ward for in-patient treatment. He died hours later.

Michael O'Leary, head of WHO's office in China, told reporters in Beijing on Monday that the international health organization had confidence in China's efforts to track and control the outbreak of H7N9 infections, but that growing interest in the virus globally has prompted WHO to consider sending a team.

The cases are of "great interest not only in the scientific community but in the world at large," O'Leary said at a joint press conference with China's national health agency. "WHO's responsibility in part is to make sure that we serve as liaison and linkage between China and the rest of the world."

The team would likely include epidemiological, laboratory and communications experts, but the matter was still being discussed by the two sides and it remained unclear if and when such a group would arrive, O'Leary said.

Aside from the latest fatality in Shanghai, China reported two more cases of human infection of the H7N9 bird flu virus on Monday, raising the total number of cases to 24 ? all in the eastern part of the country. Most of the patients have become severely ill, and seven of them have died, however milder infections may be going undetected.

There could be additional infections, both among animals and humans, in other regions and authorities have stepped up measures to monitor cases of pneumonia with unexplained causes, said Liang Wannian, director of the Chinese health agency's H7N9 flu prevention and control office.

Liang said Chinese experts also were in the early stages of researching a possible vaccine for the virus, though it might not be needed if the virus remains only sporadically reported and if it does not spread easily among people.

The H7N9 strain previously was known only to infect birds, and officials say they do not know why the virus is infecting humans now. The virus has been detected in live poultry in several food markets where human cases have been found, leading officials to think people are most likely contracting the virus through direct contact with infected fowl.

Authorities have halted live poultry trade in cities where cases have been reported, and slaughtered fowl in markets where the virus has been detected.

Further investigations are underway and, for now, there's no evidence the virus is spreading easily between people. However, scientists are watching closely to see if the flu poses a substantial risk to public health or could potentially spark a global pandemic.

In 2003, China allowed WHO to send a five-member team to help investigate an outbreak of the fatal flu-like illness, SARS, after its own experts could not trace the source of the disease.

China's response at the time was slow. The government stayed silent for months after the first cases of an unidentified disease were reported, a cover-up that contributed to the spread of the virus to many parts of China and to two dozen other countries, killing hundreds of people.

International observers say that over the past decade, China's public health agencies have become increasingly forthcoming with information.

NEWSPAPER 'KID' FOUGHT CANCER LIKE A MAN

WASHINGTON -- Roger Ebert's death, and his funeral this week, are making the Chicago movie man even more famous than he was in life. He leaves us after becoming that unique and lucky man who for millions came to be a golden-voiced philosopher of the silver screen.

Critics of American public life now fear Roger's loss means that newspaper coverage of the movies has essentially died with him. Could that really be?

Roger and I, as it happens, were both newspaper people of the same great era of newspapering. We worked in the same city and in the same building. We were colleagues, even though he worked at the Sun-Times end of the old building on North Wabash Street and I worked at the south end, in the old Chicago Daily News offices.

Those years of the 1960s, '70s and '80s were historically as good as they got in newspapering. For the slightly crazy newspapermen and a very few women (I was the second woman on the Daily News city desk), their hearts were really in their work, after-hours drinking was considered obligatory, and we all thought we were changing the world.

When Roger came along, a kid with dreams but little experience, from a nice family in southern Illinois, he moved amazingly into the movie critic's job, of which there was not one yet at the Sun-Times. So he quickly built it. He was a big guy, but not threatening. His round, Midwestern face was too sweet for that. We always said hello in the hall, but never really knew each other.

Later in our lives, something happened to both of us that brought us to an odd understanding.

By 2000, Roger was at the height of his fame in newspapers and on TV, the "kid" who liked to hang out with Mike Royko and Studs Terkel, and was now traveling to Hollywood for openings or to the Cannes Film Festival. Early on he had a Pulitzer Prize for criticism in his hand and later his foot on the Hollywood Walk of Fame.

But then, cancers of the thyroid and salivary gland began to assault him. By his own admission in his fine book "Life Itself: A Memoir," he decided not to take the usual surgery route, but to try different offbeat cures. In revealing paragraphs, he took responsibility for this terrible, disfiguring outcome. By 2006, he lost part of his lower jaw, and, with that, the ability to eat, drink or talk. What a horrible thing for a man like him!

Then, by the most curious roll of the dice, in 2007 I, a lifelong nonsmoker, was diagnosed with tongue cancer. I was a foreign correspondent, but I was also a public speaker, television panelist and interviewer across the world. It was as if our two fates were uncannily similar.

But as hard as my situation was, it was infinitely better than Roger's. I look much the same as I did. My diet is limited and my speech remains slurred, but I CAN speak. When I heard of Roger's tragedy, my heart cried, "Oh no, oh no!"

At this point, I sent an email to Roger. I simply commiserated with him, and he wrote back with his usual wit and easy charm:

"Who would have thought it -- a couple of gabbers like us."

In the fall of 2011, we were both in a program honoring Chicago writers sponsored by the Public Library Foundation. It was a splendid event, and Roger was to be the "speaker." He was wheeled in in a wheelchair, his jaws now surgically improved, alongside his wonderful and dauntless wife, Chaz, and as he passed me, I inexpertly hugged him. I'm happy to say I did no damage, and he didn't seem to mind.

On stage for the program, Roger "spoke" through a computerlike machine on which, as far as I could see, he was typing in his speech and a replica of his voice spun out to the appreciative audience. Frankly, beforehand, I had dreaded it. Can you imagine what it is like to be up on a stage before a thousand people, many known to you, your face disfigured, unable to walk, and able to "speak" only through this machine?

To my joy and amazement, he was again a star. The audience loved it -- and him. He had shown us the victory of spirit over affliction. Tell the kids: This is what a real man is!

I had wanted to purchase one of his new books and have him sign it, but there were so many people hovering around him that I decided to buy one the next day. Just as I was walking out, one of his interns came running after me. She was out of breath when she caught up with me and handed me his book. Roger had signed it for me and told her to find me.

When I secretively opened it outside, I found that he had written: "To Georgie Anne, My Heroine! Roger, 10/21/11." I was stunned. It so much should have been exactly the other way around.

Fast upon the news last week that his cancer had recurred was the news that he had died, his beloved Chaz beside him, trying always to protect him and his talents from the waves of destruction.

"I do not fear death," he had written in that last book. "I will pass away sooner than most people who read this, but that doesn't shake my sense of wonder and joy."

Nor does it make me believe that his art or his journalism will pass away with him, for it is too basic, too much a part of us now, too much of what we give to the world.

Somewhere out there, it seemed to me that you could hear someone whispering those favorite words of his -- "See you at the movies!"
