Sprint Galaxy Nexus Gets Android 4.2.1 Update, Verizon Version Remains on 4.1.1

While we remain impatient and write about our true feelings on Verizon and their Nexus situation, Sprint is now pushing Android 4.2.1 to their Galaxy Nexus. Let?s take that in for a second. Okay, are we calm? Sprint reports that the update should be on all Nexus devices within 21 days, bringing with it the list of goodies like Photo Sphere, lockscreen widgets, and more.

Remember when you were a kid and screamed out, ?this isn?t fair!? Well, that?s about how we feel right now.

I have to admit to being a bit of a fair weather golfer at times, but you can't avoid the rain all the time especially of late so the PowaKaddy umbrella holder is a great purchase.

I've used a PowaKaddy trolley for years now and am fortunate enough to play at a course whose Pro runs an authorised service centre so he always has any of the bits you might need. With dark clouds over the course I bought one of these for ?19.99 and they even fitted it for me while I went to change my shoes, fantastic service!

The holder bolts on through the handle so it feels really secure in use and can be adjusted forwards, backwards, left and right so you can always lean your brolly into the wind. This is a big plus over some other models which always struggle in the slightest breeze and look like they could snap any minute.

At 5'11'' I'm not the tallest golfer out there but I find there is plenty of head room underneath the umbrella when in the holder and I can comfortably walk along sheltered from the rain while my playing partners have to struggle with a trolley in one hand and a brolly in the other. Once I'm ready to play my next shot, I can choose my club while under the umbrella, think about my shot still under the umbrella, step out, play the shot and then straight back underneath and I've barely got wet.

This might not sound too special but it makes a huge difference. My grips stay dry, I stay dry and all the while my opponent is struggling with wet clubs and a brolly he has to keep picking up and putting down.

I wouldn't be without one now and if you use a PowaKaddy then I'd say this is an essential purchase for winter golf in the UK.

The jailbreak which has been in testing for a while now has been working fine with each beta release of iOS 6.1. The team needed to wait for the official release of iOS 6.1 so it could be fully tested with the final version of the firmware. Well the good news is that after yesterday?s official release of iOS 6.1 all is working fine and we may even see the jailbreak released this Sunday.

MuscleNerd, who is part of the new jailbreak team which goes under the title of Evad3rs confirmed via Twitter that iOS 6.1 final version is safe and can be jailbroken by the same means as the other beta releases of the firmware. The even better news is that in a further tweet, MuscleNerd teased that the jailbreak may even arrive on Super Bowl Sunday.

This untethered jailbreak has been a long time coming but those of you that like to jailbreak your device should not have too much longer to wait now. A point to note however is that the Evd3rs team are advising those who want to jailbreak to avoid the OTA update method and instead connect your device to iTunes and do a full backup and update this way. Apparently doing an over the air update is more time consuming for the team to fully test and also provides different SHSH blobs.

For me, Sunday can?t come soon enough! The lines are blurring between a stock iPhone and a jailbroken one but the thought of getting back the extra functionality that BiteSMS and LockInfo provide is just too mouth-watering. Who else is looking forward to the iOS 6.1 jailbreak?

I had a teacher when I was in college who frequently said, ?Know your limitations?? For the most part, I think that most of us don?t have any problem with knowing our limitations. I think that most of us would like to know what we are truly, truly capable of being, doing, and having.

Because I am on a (sometimes)conscious Spiritual Path, I try to remind myself at least 1,000 times a day that the Living Spirit of God is within me and around me in each and every moment; that I arise out of Spirit, like a wave arises out of the ocean; that just like an apple tree is an apple seed, God is within me wanting to burst forth and be all that I can truly be. This isn?t true just of me, this I know and feel and sense is true of you, as well, because if you were really living out your God Self, you wouldn?t be looking for books on how this can be done.

Y?see, most of us are identifying ourselves as bodies. We look in the mirror and we say, ?This is who I am?? We think that all that we are is located between the top of our heads to the soles of our feet and that we have a certain amount of potential sandwiched in between the two.

But that?s not true. We don?t have potential. We are potential.

There are times when I feel like I?ve wasted my life. I think of all the things that I haven?t yet done and I forget about all the things that I have. And it is in those times that I must make even more of an effort to get clear, to be still, to know and to feel and to sense that Spirit is within me and around me now and I can be all things through this Power, I can do all things through this Strength, I can have all things through this Incredible Love that knows nothing of the past and certainly knows nothing of limitations.

This book is a beautiful book of reminders. John Randolph Price has a way of saying things that really touch me at a core level. He has a very practical way of putting these, sometimes, very abstract metaphysical principles to work so that you can really see how these principles are always working in your life. There is a common misconception in metaphysics that we can use the Power of the Mind to create what we want in our lives, yes, we can but we cannot not use the Power of the Mind. In fact, it is the ONLY POWER we can use because it is the ONLY POWER there is.

?Zoomable? map of poplar proteins offers new view of bioenergy crop

Jan. 29, 2013 ? Researchers seeking to improve production of ethanol from woody crops have a new resource in the form of an extensive molecular map of poplar tree proteins, published by a team from the Department of Energy's Oak Ridge National Laboratory.

Populus, a fast-growing perennial tree, holds potential as a bioenergy crop due to its ability to produce large amounts of biomass on non-agricultural land. Now, a study by ORNL scientists with the Department of Energy's BioEnergy Science Center has provided the most comprehensive look to date at poplar's proteome, the suite of proteins produced by a plant's cells. The study is featured on the cover of January's Molecular and Cellular Proteomics.

"The ability to comprehensively measure genes and proteins helps us understand the range of molecular machinery that a plant uses to do its life functions," said ORNL's Robert Hettich. "This can provide the information necessary to modify a metabolic process to do something specific, such as altering the lignin content of a tree to make it better suited for biofuel production. "

The ORNL research team measured more than 11,000 proteins in different parts of poplar, including mature leaves, young leaves, roots and stems. This systematic approach yielded a so-called proteome atlas, which maps out the proteins present in the various tissue types at a given point in time. Lead coauthors Paul Abraham and Richard Giannone describe how the atlas offers a broad overview of the poplar proteome and also the ability to zoom in on specific biological features, such as pathways and individual proteins.

"We tried to provide a zoomable view, like Google maps, so you can look at the system from various perspectives," Abraham said. "By having these different viewpoints, it makes it easier to mine out the relevant biological information."

Obtaining and analyzing information about plant proteomes is especially tricky, considering a plant such as poplar can potentially manufacture more than 40,000 different proteins. Unlike an organism's genome, which is the same for every cell and remains constant, the proteome varies from cell to cell and changes over time as the plant adapts to different environmental conditions.

"The analytical techniques we've demonstrated allow us to measure the range of proteins very deeply and specifically, so we can start to figure out, for instance, how the protein machinery in a leaf differs from the ones in the trunk," Hettich said. "Or we can look at a tree that's very young versus one that's very old, thus enabling us to understand how all these proteins are changing as a function of the tree growing older."

Knowing how plants change and adapt to environmental surroundings by altering their proteins could help bioenergy researchers develop poplar trees better suited to biofuel production.

"It's the proteins that directly alter the morphology, anatomy, and function of a plant cell," Abraham said. "If we can identify the proteins that create a favorable trait such as fast growth, then we can incorporate that protein or modify it to develop a superior plant with all favorable traits through transgenics."

The study's coauthors are ORNL's Robert Hettich, Paul Abraham, Richard Giannone, Rachel Adams, Udaya Kalluri and Gerald Tuskan.

Preserve CIA prisons as evidence, lawyers for September 11 suspects ask

GUANTANAMO BAY U.S. NAVAL BASE, Cuba (Reuters) - - Lawyers for five alleged conspirators who attacked America on September 11 and say they were tortured in secret CIA prisons have asked a U.S. military judge to order that the prisons be preserved as evidence.

The issue is one of more than two dozen on the docket for a week of pretrial hearings that began on Monday in the war crimes tribunal at the Guantanamo Bay U.S. Naval Base in Cuba.

The defendants include Khalid Sheikh Mohammed, the accused mastermind of the hijacked plane attacks that killed 2,976 people on September 11, 2001. He wore a camouflage jacket to court over his white tunic and defiantly refused to answer the judge's questions.

Defense lawyers also have asked the judge to order the U.S. government to turn over all White House or Justice Department documents authorizing the CIA to move suspected al Qaeda captives across borders without judicial review and hold and interrogate them in secret prisons after the September 11 attacks.

President George W. Bush announced in 2006 that the September 11 defendants were among a group of "high-value" captives sent to Guantanamo from the secret prisons.

The CIA has acknowledged that Mohammed was subjected to the simulated drowning technique known as waterboarding. The defendants said they were also subjected to sleep deprivation, threats, and being chained in painful positions.

The defense lawyers will argue that their clients' treatment was illegal pretrial punishment and constituted "outrageous government misconduct" that could justify dismissal of the charges, or at least spare the defendants from execution if convicted.

"By its nature, torture affects the admissibility of evidence, the credibility of witnesses, the appropriateness of punishment and the legitimacy of the prosecution itself," the defense lawyers wrote in court documents.

At least one potential witness was also held in the CIA prisons and his treatment could raise questions about the admissibility of his testimony, said James Connell, defense attorney for Mohammed's nephew, defendant Ali Abdul-Aziz Ali.

The chief prosecutor, Brigadier General Mark Martins, said the prosecution does not plan to introduce any evidence obtained from the defendants or anyone else via torture, cruelty or inhuman treatment - which is prohibited by U.S. law and international treaty.

In a departure from the Bush administration, the Obama administration has made it clear that any interrogation techniques must adhere to those long established in the army field manual, which prohibits torture.

The defendants have been in U.S. custody for a decade, but there are still numerous legal and evidentiary issues that must be resolved before their trial begins on charges that include murder, hijacking, terrorism and attacking civilians.

ABU GHRAIB PRISON

The judge presiding over the September 11 trial, Army Colonel James Pohl, ordered in 2004 that the Abu Ghraib prison in Iraq be preserved as a "crime scene." He was at the time presiding over the trial of U.S. military police officers accused of torturing and photographing prisoners at Abu Ghraib.

Iraq was then under U.S. occupation. It was unclear whether Pohl had authority to order the preservation of the CIA prisons, whose location the government has kept secret, arguing that disclosure could threaten U.S. national security and put allies at risk.

Polish prosecutors are investigating allegations that one of the sites was in Poland, and there is evidence the CIA set up others in Romania, Lithuania and Thailand, according to reports by the Council of Europe and the United Nations.

Lawyers for the September 11 defendants first made the request for preservation of the secret CIA prisons under seal in September of last year. The request was unsealed about a month later. But this week's pre-trial hearing marks the first time it has been presented in the Guantanamo court.

Before considering the CIA prisons issue, the court on Monday began slogging through issues such as whether the defendants had agreed to add lawyers to two defense teams and drop one from another and whether they must show up in court for pretrial hearings.

When two of them refused to answer whether they had approved the personnel changes, the judge took their lawyers' word for it that they had.

But he said he would not grant their request to skip some court sessions unless they first acknowledged vocally that they understood they had the right to be present for discussions that could affect their legal rights.

"They're going to have to tell me out of their own mouths, or they'll be here," Pohl said.

After a chaotic May 2012 arraignment session that dragged on for 13 hours, the defendants have alternated between refusing to speak to the judge and making accusatory statements against the United States. Although they largely ignored the judge on Monday, they whispered to their lawyers and appeared to be reading legal documents.

Mohammed and his nephew are Pakistani citizens. The other defendants are Walid bin Attash and Ramzi Binalshibh, both Yemenis, and Mustafa al Hawsawi, a Saudi.

Iran launches monkey into space: state news agency

DUBAI (Reuters) - Iran has successfully launched a live monkey into space, the state news agency IRNA said on Monday, touting it as an advance in a missile and space program that has alarmed the West and Israel.

There was no independent confirmation of the report, which quoted a defense ministry statement. It said the launch coincided "with the days of" the Prophet Mohammad's birthday last week but gave no date.

IRNA said the monkey was sent into space on a Kavoshgar rocket. The rocket reached a height of more than 120 km (75 miles) and "returned its shipment intact", IRNA reported.

The Islamic Republic's state-run, English-language Press TV said the monkey was retrieved alive.

Iran announced plans in 2011 to send a monkey into space, but that attempt was reported to have failed.

Western powers are concerned that the long-range ballistic technology used to propel Iranian satellites into orbit could be used to launch nuclear warheads. Tehran denies such suggestions and says its nuclear activity is for peaceful energy only.

CUMMING, Iowa (AP) ? U.S. Sen. Tom Harkin said Saturday he will not seek a sixth term in 2014, a decision that frees a new generation of Iowa Democrats to seek higher office and eases some of the burden Republicans face in retaking the Senate.

Harkin, chairman of an influential Senate committee, announced his decision during an interview with The Associated Press, and said the move could surprise some.

But the 73-year-old cited his age ? he would be 81 at the end of a sixth term ? as a factor in the decision, saying it was time to pass the torch he has held for nearly 30 years.

"I just think it's time for me to step aside," Harkin told the AP.

Harkin, first elected in 1984, ranks 7th in seniority, and 4th among majority Democrats. He is chairman of the health, education, labor and pensions committee, and chairman of the largest appropriations subcommittee.

Harkin has long aligned with the Senate's more liberal members, and his signature legislative accomplishment is the 1990 Americans with Disabilities Act. He also served as a key salesman of President Barack Obama's 2010 health care bill to the wary left.

"I'm not saying that giving this up and walking away is easy. It's very tough," Harkin said at his rural Iowa home south of Des Moines. "But I'm not quitting today. I'm not passing the torch sitting down."

Harkin's news defied outward signals. Besides being beloved in his party, Harkin has $2.7 million in his campaign war chest, second most among members nearing the end of their terms, and was planning a gala fundraiser in Washington, D.C., next month featuring pop star Lady Gaga.

Although members of his family have been diagnosed with cancer, Harkin said his health is good ? and reported a recent positive colonoscopy. But he said "you never know," and that he wanted to travel and spend his retirement with his wife Ruth "before it's too late."

He also nodded to his political longevity: "The effect of that cascades down and it opens a lot of doors of opportunity" for future candidates, he said.

Indeed, the news creates a rare open Senate seat Iowa. Harkin, Iowa's junior senator, is outranked by Sen. Charles Grassley, who has held the state's other seat since 1980.

Attention will turn immediately to U.S. Rep. Bruce Braley, a fourth-term Democrat from Waterloo, long mentioned as a possible Harkin successor. Braley, who was traveling in Iowa on Saturday, did not immediately return requests by the AP for comments beyond an emailed news statement calling Harkin a "mentor" and "progressive force" who leaves "a legacy few will ever match."

Harkin held open the possibility of endorsing a Democrat before the party's primary if the candidate fit the profile of "someone who is progressive, who is a pragmatic progressive."

Although no Republicans have stepped forward, Harkin's news gives the GOP's private huddles new life.

"There are lots of conversations, but it's very early still," said Nick Ryan, an Iowa Republican campaign fundraiser.

U.S. Rep. Tom Latham of Clive is a seasoned Republican congressman, a veteran appropriations committee member and a robust fundraiser who has survived challenges to win 10 consecutive terms. Aides to Latham declined to comment beyond issuing a statement saying the congressman "respects Sen. Harkin's decision (and) looks forward to continuing to work with him."

But with opening a door in Iowa, Harkin has created a potential headache for his party nationally.

Democrats likely would have had the edge in 2014 with the seat, considering Harkin's fundraising prowess and healthy approval. A poll by the Des Moines Register taken last fall showed a majority of Iowans approved of his job performance.

Democrats hold a 55-45 advantage in the Senate, requiring Republicans to gain six seats to win back the chamber. But Democrats have more seats to defend in 2014_20 compared to only 13 for Republicans.

And the president's party historically loses seats in the midterm elections after his re-election.

Seats in other states will be tough for Democrats to hold onto. In GOP-leaning West Virginia, five-term Democratic Sen. Jay Rockefeller recently announced he would not seek re-election.

Democratic incumbents also face tough re-election races in Arkansas, Louisiana, Montana, North Carolina and Alaska ? all states carried by Republican presidential nominee Mitt Romney in November's presidential election.

Since then, Harkin has stepped up his role as one of the Senate's leading liberal populists.

He was a vocal opponent late last year of President Barack Obama's concession to lift the income threshold for higher taxes to avoid the so-called fiscal cliff. Harkin instead supported raising taxes on all earners making more than $250,000 a year.

He also endorsed Obama's call for banning assault rifles and larger ammunition magazines in the wake of the Connecticut school shooting last month

Despite Harkin's strong political position, he has faced questions about his and his wife Ruth's role in developing a namesake policy institute at Iowa State University, Harkin's alma mater. The Harkins and their supporters have been pushing for the institute to house papers highlighting his signature achievements, including the ADA and shaping farm policy as the former chairman of the agriculture committee.

Harkin has avoided questions about fundraising for the institute after disclosure reports showed some of its largest donors are firms that have benefited from his policies.

Harkin dismissed that those questions had any bearing on his decision.

There's a growing and welcome awareness that the world's biggest health challenges have profound economic implications as well.

Illnesses such as pneumonia, measles and meningitis take an enormous personal toll on people in the world's poorest countries. I've seen this firsthand in hospitals and rural clinics from Tanzania to Haiti.

There's also a growing awareness that one of the strongest ways to prevent this is through vaccines, which have proven to be one of the most cost-effective tools in global health.

This is important information for the private sector, with global business leaders gathering this week at the World Economic Forum in Davos. Global health is a key topic there because companies recognize that their competitiveness and the health of communities where they do business are mutually dependent.

Vaccines are one of the most cost-effective health investments around. The cost of vaccines used to fully protect a child against the most dangerous diseases is less than U.S. $25 in GAVI countries.

And delivering vaccines provides an enormous and proven value well beyond healthcare. Healthier children -- spurred by immunisation -- attend school more frequently and longer, and learn more while they are there. As adults, they will have longer, healthier and more productive lives than those who weren't vaccinated as children.

My organisation, the GAVI Alliance, was launched at the World Economic Forum in 2000 as a public-private partnership devoted to a mission of saving children's lives and protecting people's health by increasing access to immunisation in poor countries. Ever since then -- with strong support from governments -- GAVI has worked with a variety of partners, including many in the private sector. They want to be part of something transformative.

That is why many have joined the GAVI Matching Fund, where every dollar they contribute to GAVI is matched by either the Bill & Melinda Gates Foundation or the U.K. Government. These companies also are providing core business skills to help GAVI overcome roadblocks and provide visibility to the cause of immunisation.

For instance, LDS Charities -- the volunteer-driven relief and development arm of The Church of Jesus Christ of Latter-day Saints -- arranged 1.5 million text messages to be sent during GAVI's historic double rollout of vaccines in Ghana last April.

Or consider Vodafone, one of the world's largest mobile communications companies, which is helping health ministries in GAVI-supported countries in sub-Saharan Africa use mobile technology solutions to improve their immunisation programmes.

And Comic Relief, the popular U.K. charity, has partnered with GAVI to significantly raise awareness of the need for vaccines in the developing world. Last April, it featured immunization as part of its annual appeal in the U.K., which was viewed by millions and has helped raise U.S. $24 million for GAVI.

Each of the three is making a major announcement at the World Economic Forum about the Matching Fund, bringing the total amount raised under the 18-month-old initiative to U.S. $78 million, demonstrating how the private sector has become a key driver of the very innovation required to tackle the world's biggest global health challenges.

How do we immunise an additional quarter billion children by 2015, to which GAVI has committed? With private sector partnerships, these accomplishments and many others are within our reach.

Nanohybrid with remarkable properties using a new laser-plasma process

Jan. 25, 2013 ? By achieving the synthesis of a novel nanohybrid structure by means of the pulsed laser ablation (PLA) technique, Professor My Ali El Khakani and his team paved the way for a new generation of optoelectronic materials. The combination of carbon nanotubes and lead sulfide (PbS) nanoparticles was performed using an effective and relatively simple process that offers considerable latitude for creating other nanohybrids for a variety of applications. The INRS ?nergie Mat?riaux T?l?communications Research Centre researcher's work, published in the journal Advanced Materials, presents very promising prospects for the development of third-generation solar devices, fast photodetectors, and optoelectronic switches.

In recent years, research on the photoelectronic properties of semiconductor nanoparticles, such as PbS, has been growing. The coupling of these nanoparticles with carbon nanotubes is a promising strategy for effectively generating photocurrent. The synthesis methods used by other research teams had significant limitations. "When chemically synthesizing nanohybrids, researchers used ligands, which prevented nanoparticle agglomeration, on one hand, but significantly affected the charge transfer dynamics from nanoparticles to nanotubes," said Professor El Khakani. Ligands reduce photoresponse efficiency and increase the reaction time -- two effects that were not observed in nanohybrids produced by PLA since PbS is in direct atomic contact with the nanotubes' surafce.

"At the beginning, we didn't know if the nanohybrids would form in such a way as to enable their effective use for photodetection," said Ibrahima Ka, an INRS doctoral student working under the supervision of Professor El Khakani and co-supervised by Professor Dongling Ma. "By optimizing our approach, we developed nanohybrids whose photoactivity can be almost tailored at will." By integrating the new nanohybrid material into functional photoconductive devices, the researchers were pleased to demonstrate its strong photoresponse, which overpasses the results obtained by other methods. Thus, they have been able to achieve photoresponse values as high as 670% at 633 nm and 1350% at 405 nm under conditions where other nanohybrids did not exceed 37%. Furthermore, when the material is illuminated by a laser, the photocurrent response time is 1,000 to 100,000 times faster than those reported to date for other nanohybrids.

The PLA synthesis process produces very pure nanostructures and provides greater control over nanohybrid characteristics. Professor El Khakani's results demonstrate the enormous potential of these carbon nanotubes with PbS quantum dots.

(Boston) A new study from Boston University School of Medicine (BUSM) shows that tissues derived from induced pluripotent stem (iPS) cells in an experimental model were not rejected when transplanted back into genetically identical recipients. The study, published online in Cell Stem Cell, demonstrates the potential of utilizing iPS cells to develop cell types that could offer treatment for a wide range of conditions, including diabetes, liver and lung diseases, without the barrier of immune rejection.

Ashleigh Boyd, DPhil, and Neil Rodrigues, DPhil, the study's senior authors, are assistant professors of dermatology at BUSM and researchers at the Center for Regenerative Medicine (CReM) at Boston University and Boston Medical Center (BMC). They also are lead investigators at the National Institutes of Health's Center of Biomedical Research Excellence (COBRE) at Roger Williams Medical Center, a clinical and research affiliate of BUSM.

iPS cells can be developed from adult cell types, such as skin or blood, by returning them to a stem cell state using genetic manipulation. iPS cells are capable of maturing (differentiating) into all the specific cell types in the body, making them a powerful tool for biological research and a source of tissues for transplantation based therapies. Given that iPS cells can be made in a patient-specific manner, there should be great potential for them to be transplanted back into the same patient without rejection. Yet a study published in Nature in 2011 demonstrated that iPS cells transplanted in the stem cell state were rejected in genetically identical recipients.

"The Nature study provocatively suggested that tissues derived from patient-specific iPS cells may be immunogenic after transplantation. However, it never directly assessed the immunogenicity of the therapeutically relevant cell types that could be utilized in regenerative medicine and transplantation," said Rodrigues.

The BUSM researchers evaluated this matter by taking adult cells from an experimental model and deriving iPS cells from them. They then differentiated the iPS cells into three cell types: neuronal (nerve); hepatocytes (liver); and endothelial (blood vessel lining) cells. These three cell types represent each of the three germ layers present during embryonic development mesoderm, ectoderm and endoderm. Cells from these layers differentiate and ultimately develop into the body's tissue and organ systems. Using experiments to mirror the potential clinical use of patient-specific iPS cells in cell therapy, the team transplanted each of the differentiated cells into a genetically identical experimental model and found no signs of an elevated immune response or indications of rejection.

The study results suggest that using patient-specific iPS cells should overcome issues of immune rejection in transplantation, which will be a significant problem for potential embryonic stem cell-derived therapies. Immune rejection in transplantation is treated clinically by immunosuppressive drugs but they can have serious side-effects, including the risk of developing cancer.

"If the use of immunosuppressive drugs can be avoided, as may be the case for patient-specific iPS cell based therapies, it would be preferable. Our results are very promising and future work should be directed at assessing whether tissues derived from human iPS cells will similarly lack immunogenicity," said Boyd.

Clegg risks coalition rift with attack on cuts

LONDON (Reuters) - Prime Minister David Cameron risked harming the economic recovery early in his premiership because his flagship austerity policy cut spending too deeply, his deputy said on Thursday, in comments that could deepen rifts in the coalition government.

Nick Clegg, leader of the Lib Dems, said it had been a mistake to make such big cuts to capital spending, an area that includes new roads, schools and hospitals.

His comments came a day before official figures are expected to show the British economy shrank in the fourth quarter of 2012 and risks falling into its third recession since the financial crisis if the weakness persists early this year.

A bleak set of GDP figures on Friday would cast more doubt on Britain's triple-A credit rating and pile pressure on Cameron and Chancellor George Osborne to soften their austerity measures and do more to stimulate the economy.

"If I'm going to be sort of self-critical, there was this reduction in capital spending when we came into the coalition government," Clegg said in an interview with The House, a weekly political magazine.

"We have all realised that you actually need, in order to foster a recovery, to try and mobilise as much public and private capital into infrastructure as possible."

Cameron and Clegg made reducing Britain's budget deficit - which hit a record 11.2 percent of GDP before the 2010 election - their biggest priority when they came to power.

The main opposition Labour Party repeatedly attacked their public spending cuts, saying attempts to balance the books were too strong and too deep and had choked the economic recovery.

In December, the government set out new measures aimed at boosting growth, including looser planning rules and investment in railways, roads and schools.

RATINGS SLIDE

Clegg and Cameron promised this month to stick with their coalition until an election due in 2015, despite falling out on a range of issues, most recently on Britain's ties with Europe.

Osborne said on Thursday he would stick with his fiscal plans.

The Lib Dems have seen their poll ratings tumble since they took power with the larger Conservatives. Clegg upset many supporters by breaking a promise not to raise university tuition fees and has been accused of turning his back on his party's values to maintain the coalition.

Labour, leading in polls, seized on Clegg's comments as an admission the coalition had mishandled the recovery.

"This is the first admission that this government has made serious mistakes on the economy," Labour finance spokeswoman Rachel Reeves said.

(AP) ? When fire ravaged a Bangladeshi garment factory, killing 112 workers, dozens of their families did not even have a body to bury because their loved ones' remains were burned beyond recognition. Two months later, the same families have yet to receive any of the compensation they were promised ? not even their relatives' last paychecks.

An official with the country's powerful garment industry said DNA tests must first be conducted to confirm the losses of more than 50 families. He would not say why the families have not even received the wages their relatives had earned before the Nov. 24 blaze.

Many of the families desperately need money after losing their primary breadwinners in the fire at the Tazreen factory, which made clothes for Wal-Mart, Disney and other Western brands.

The Bangladesh Garment Manufacturers and Exporters Association, a foreign supplier and the government promised to give the families of the dead 600,000 takas ($7,500) each, finance the education of the dead workers' children and pay the November salaries of both dead and surviving factory workers.

"I have got nothing. Nobody is saying anything," said Ansar, who uses one name and who lost his wife and daughter in the fire.

The 55-year-old is too ill to work himself. His 16-year-old son, who also worked at Tazreen, managed to escape but was traumatized by leaving his mother and sister behind "amid the darkness and ash," Ansar said at his home near the gutted factory.

The boy got a job at another factory but was unable to work because of his trauma.

"My son cannot sleep," Ansar said, sobbing. "He wakes up at midnight and then cries for a long time. The same thing happens to him every night."

Ansar has been unable to pay his rent for two months and fears that if he gets evicted and is forced to return to his home village in the impoverished north, he may never be compensated.

The fire drew international attention to the conditions that garment workers toil under in Bangladesh, where the $20 billion-a-year textile industry is incredibly powerful and politically connected.

The factory lacked emergency exits and its owner said only three floors of the eight-story building were legally built. Surviving employees said gates had been locked and managers had told them to go back to work after the fire alarm went off.

A government panel concluded that the fire was sabotage. No one has been charged with setting the blaze, though three officials accused of locking in workers have been arrested.

Siddiqur Rahman, vice president of the garment association, said checks have been cut for families of the 59 victims whose bodies were identified. In addition, 80 workers injured in the fire received 100,000 takas each.

The other 53 people killed were burned beyond recognition and buried in unmarked graves, after samples of their DNA were taken. The garment industry demanded relatives provide their own DNA samples to ensure their claims were valid. Those samples are undergoing testing.

Rahman said the industry did not want to handle the claims haphazardly and said the money should be disbursed by the end of February.

"We will do whatever we have promised," he said.

He declined to explain why the victim's families had not yet received their November wages, which they would be entitled to whether the employee had died or not. Those wages are much smaller than the promised 600,000 takas; Ansar said his wife and daughter together earned around 10,500 takas a month as sewing machine operators.

When Ansar heard about the compensation, he gave the industry association photographs of his wife and daughter, their employee IDs and copies of their national identity cards. His son gave a blood sample for a DNA test days after the fire, but he has heard nothing.

"We went there; we met the BGMEA officials. They have asked us to wait. They don't make anything clear. They asked us to stay at home, not to go there," he said.

He has their phone numbers, but they don't answer when he calls, he said.

"I went there three times, but returned without anything," he said. "How long should we wait?"

"These families are very poor," said Mahmudul Sumon, an anthropologist from Jahangir Nagar University who is studying the fate of the victims' families. "They have lost their dear ones. Now they are suffering a lot, as many of the families have lost someone who was the main earner in the family."

Ruhul Hannan, who said his 35-year-old wife was killed in the blaze, sent his 18-year-old son for a DNA test, but so far he has received nothing, despite his pleas to the garment trade group.

"I am just waiting. They told me to wait until end of this month for the test result," he said.

Activists criticized the government, the garment industry and the factory for keeping important information secret, including the names of the victims of the fire and who has received compensation.

"Who died, who got compensated, who not? We don't have any clear idea," said Kalpona Akter of the Bangladesh Center for Worker Solidarity. "There should not be any plot to play hide-and-seek."

She said the major Western brands that produced clothing in the factory have a responsibility to come to Bangladesh to check on the compensation situation. She also raised concerns about the DNA testing process.

"We don't know why it's taking too much time. If time is required, fine, but there should be proper reasons ... that should be explained," she said.

Ahedul, a mechanic who lost his wife in the fire but could not identify her body, said he has no idea what is happening with his claim.

"I have been asked to stay calm by the BGMEA," said Ahedul, who uses only one name. "They told me they will come to me. I don't need to go to them."

Cameron promises Britons vote on EU exit

LONDON (Reuters) - Prime Minister David Cameron promised Britons a vote on quitting the European Union, rattling London's biggest allies and some investors by raising the prospect of uncertainty and upheaval.

Cameron announced on Wednesday that the referendum would be held by the end of 2017 - provided he wins a second term - and said that while Britain did not want to retreat from the world, public disillusionment with the bloc was at "an all-time high".

"It is time for the British people to have their say. It is time for us to settle this question about Britain and Europe," Cameron said in a speech, adding that his Conservative party would campaign for the 2015 parliamentary election on a promise to renegotiate the terms of Britain's EU membership.

"When we have negotiated that new settlement, we will give the British people a referendum with a very simple in or out choice to stay in the European Union on these new terms; or come out altogether. It will be an in-out referendum."

A referendum would mark the second time British voters have had a direct say on the issue. In 1975, they decided by a wide margin to stay in, two years after the country had joined.

Most recent opinion polls have shown a slim majority would vote to leave amid bitter disenchantment, fanned by a hostile press, about the EU's perceived influence on the British way of life. However, a poll this week showed a majority for staying.

Cameron's position is fraught with uncertainty. He must come from behind to win the next election, secure support from the EU's 26 other states for a new British role, and hope those countries can persuade their voters to back the changes.

He also avoided saying exactly what he would do if he failed to win concessions in Europe, as many believe is likely.

Critics, notably among business leaders worried about the effect on investment, say that for years before a vote, Britain may slip into a dangerous and damaging limbo that could leave it adrift or effectively pushed out of the EU.

The United States, a close ally, is also uneasy about the plan, believing it will dilute Britain's international clout. President Barack Obama told Cameron last week that Washington valued "a strong UK in a strong European Union" and the White House said on Wednesday it believed Britain's membership of the EU was mutually beneficial.

Some of Britain's European partners were also anxious and told Cameron on Wednesday his strategy reflected a selfish and ignorant attitude. However, Angela Merkel, the leader of EU paymaster Germany, was quick to say she was ready to discuss Cameron's ideas.

FRENCH "NON"

French Foreign Minister Laurent Fabius was less diplomatic: "If Britain wants to leave Europe, we will roll out the red carpet," he quipped, echoing words Cameron used recently to urge France's rich to escape high taxes and move to Britain.

French President Francois Hollande repeated his refusal of special deals: "What I will say, speaking for France, and as a European, is that it isn't possible to bargain over Europe to hold this referendum," he said. "Europe must be taken as it is.

"One can have it modified in future but one cannot propose reducing or diminishing it as a condition of staying in."

Italian Prime Minister Mario Monti was more positive. He said he agreed with Cameron on the need to make the EU more innovative and welcomed the idea of a British referendum, saying he thought Britons would ultimately vote to stay in the bloc.

Billed by commentators as the most important speech of Cameron's career, his referendum promise ties him firmly to an issue that has bedeviled a generation of Conservative leaders.

In the past, he has been careful to avoid bruising partisan fights over Europe, an issue that undid the last two Conservative prime ministers, John Major and Margaret Thatcher.

His speech appeared to pacify a powerful Euroskeptic wing inside his own party, but deepen rifts with the Liberal Democrats, the junior partners in his coalition. Their leader, Deputy Prime Minister Nick Clegg, said the plan would undermine a fragile economic recovery.

Sterling fell to its lowest in nearly five months against the dollar on Wednesday as Cameron was speaking.

"BREXIT"?

Cameron said he would take back powers from Brussels, saying later in parliament that, when it came to employment, social and environmental legislation, "Europe has gone far too far".

But such a clawback - still the subject of an internal audit to identify which specific powers he should target for repatriation to London - is likely to be easier said than done.

If Cameron wins re-election but then fails to renegotiate Britain's membership of the EU, a 'Brexit' could loom.

Business leaders have warned that years of doubt over Britain's EU membership would damage the $2.5 trillion economy and cool the investment climate.

"Having a referendum creates more uncertainty and we don't need that," Martin Sorrell, chief executive of advertising giant WPP, told the World Economic Forum in Davos. "This is a political decision. This is not an economic decision.

"This isn't good news. You added another reason why people will postpone investment decisions."

Cameron has been pushed into taking such a strong position partly by the rise of the UK Independence Party, which favors complete withdrawal from the EU and has climbed to third in the opinion polls, mainly at the expense of the Conservatives.

"All he's trying to do is to kick the can down the road and to try and get UKIP off his back," said UKIP leader Nigel Farage.

Euroskeptics in Cameron's party, who have threatened to stir up trouble for the premier, were thrilled by the speech.

Conservative lawmaker Peter Bone called it "a terrific victory" that would unify 98 percent of the party. "He's the first prime minister to say he wants to bring back powers from Brussels," Bone told Reuters. "It's pretty powerful stuff".

Whether Cameron holds the referendum remains as uncertain as the Conservatives' chances of winning the election. They trail the opposition Labour party in opinion polls, and the coalition is grappling with a stagnating economy as it pushes through unpopular public spending cuts to reduce a large budget deficit.

Labour leader Ed Miliband said on Wednesday his party did not want an in-or-out referendum.

EU REFORM

Cameron said he would campaign for Britain to stay in the EU "with all my heart and soul", provided he secured the reforms he wants. He made clear the Union must become less bureaucratic and focus more on free trade.

It was riskier to maintain the status quo than to change, he said: "The biggest danger to the European Union comes not from those who advocate change, but from those who denounce new thinking as heresy," he said.

Asked whether, if he did not succeed in his renegotiation strategy, would recommend a vote to take Britain out, he said only: "I want to see a strong Britain in a reformed Europe.

"We have a very clear plan. We want to reset the relationship. We will hold that referendum. We will recommend that resettlement to the British people."

Cameron said the euro zone debt crisis was forcing the bloc to change and that Britain would fight to make sure new rules were fair to the 10 countries that do not use the common currency, of which Britain is the largest.

Democratic consent for the EU in Britain was now "wafer thin", he said:

"Some people say that to point this out is irresponsible, creates uncertainty for business and puts a question mark over Britain's place in the European Union. But the question mark is already there: ignoring it won't make it go away."

A YouGov opinion poll on Monday showed that more people wanted to stay in the EU than leave it, the first such result in many months. But it was unclear whether that result was a blip.

Paul Chipperfield, a 53-year-old management consultant, said he liked the strategy: "Cameron's making the right move because I don't think we've had enough debate in this country," he said.

"We should be part of the EU but the EU needs to recognize that not everybody's going to jump on the same bandwagon."

Asked after the speech whether other EU countries would agree to renegotiate Britain's membership, Cameron said he was an optimist and that there was "every chance of success".

"I don't want Britain to leave the EU," he told parliament later. "I want Britain to reform the EU."

In the 1975 referendum, just over 67 percent voted to stay inside with nearly 33 percent against.
